The "three strikes" rule is part of the government's plan to leave illegal file-sharers without their most precious IT service - the one that gives them the possibility to share files - IT connectivity. But, as predicted, this move was criticized in the House of Lords and by public broadband providers. The problem with this rule is that it will have many negative effects like cutting off public Wi-Fi providers such as libraries, hotels, cafes. This negative effect is unintended because cafes, hotels and cafes could be found responsible for any sharing done through their Wi-Fi connection. IT services providers take care of this. Representatives from the University of London, British Library, the Imperial War Museum and others said that "Because public institutions often provide internet access to hundreds or thousands of individual users, the complexity of our position in relation to copyright infringements must be taken into consideration."
