Users of IT services such as IT connectivity that don't just surf the Internet, but they also use it to download and share illegal files will have to deal with a three strikes scheme. It seems that under new proposals outlined by Ofcom, broadband customers that are caught downloading copyrighted material three times in the same year will have their names passed to rights holders and they will be on a black list of their IT services provider. The three strikes scheme is part of the Digital Economy Act which was rushed through Parliament before the General Election. The practice is available for Britain's seven leading ISPs on a regular basis and users that are caught downloading copyrighted material will receive a warning letter. Ofcom proposes that "subscribers which have received three notifications within a year may be included in a list requested by a copyright owner". However, no user will be left without IT connectivity that is if it's not an exception and the Secretary of State, Culture Minister Jeremy Hunt, thinks it's necessary.
