The UK will shell out up to 12 billion pounds ($21.31 billion) to build a database which will censor Internet browsing, e-mails and telephone calls of every UK resident.


Furthermore, the government alloted one billion pounds for its communications headquarters (GCHQ). This is to bankroll the early stage of the project which is designed to combat terrorism and crime.



Various covert investigations will be set up on British Telecom and Vodafone to monitor Internet browsing, e-mails and telephone calls on its customers. Some critics doubt the ability of the programme to do such tasks given the magnitude of the system. There were 57 billion text messages transmitted in the UK last year, and with this figure, officials will have to watch over 1800 texts per second.
