Government Doesn't Know What Universal Broadband Means

So, what does the Government's pledge to offer IT services such as universal 2Mbits/sec broadband mean? This is the question a committee of MPs has been spreading around about IT connectivity speeds, the government is promising. This happens because they don't have a "clear definition of what it means" to any IT services provider and as a matter of fact, to everyone else.

When the Business, Innovation and Skills Committee asked both the Minister for Digital Britain, Stephen Timms, and the Department for Business, Innovation and Skills (BIS) to define the terms they would deliver 2Mbits/sec broadband, the answer was "we will give virtually everybody access to a line capable of delivering 2Mbits/sec. It is not a guarantee that under any circumstances 2Mbits/sec functionality will be available because there is a degree of variability about that. But the service that is provided will be capable of delivering 2Mbits/sec."
